In 1997 I ventured into the field of public health, with the responsibility as Private Assistant to the Minister of Guanajuato’s Health Department. In this same year I participated in the creation of the Emergency System of the state of Guanajuato starting with 18 members.
In 2000 I participated as Secretary of the National Commissioner of Medical Arbitration where I entered in Administrative Law at the Institute of Legal Research of the National Autonomous University of Mexico. The focus of this work was the Mexican model of medical arbitration, the rights of patients and of physicians in the physician-patient binomial.
In 2005 I was the Technical Assistant to the Minister of Guanajuato’s Health Department, to follow-up on the activities of the Minister of Health.
In 2006 I was the Director of the Emergency System of the State of Guanajuato, during the administration the system grew from 20 to 250 paramedics throughout the state. It included the first helicopter in the country for a state health department, for urgent transfers of patients with primary focus to high-risk pregnancies and pediatric patients, and the development of four peripheral systems to improve response in the care of patients affiliated to the System of Social Protection in Health (Popular Health Insurance).
In 2007 as General Director of Health Services in the state of Guanajuato I received the State in 12th place in the program Walking to Excellence, that same year we advanced to the 6th place in nationally.
In 2008 the 2nd place in the national priority health programs was achieved.
In 2009 the 4th place in the national priority health programs was achieved.
In 2010 the 1st place in the national priority health programs was achieved.
In 2011 the 2nd place in the national priority health programs was achieved.
In 2007 a classic dengue outbreak took place in July 2007. The Federal Ministry of Health ends the outbreak with 635 cases. This year Guanajuato has again a dengue outbreak with more than 1000 confirmed cases and 4000 to be confirmed.
In 2009 we faced a non-precedent pandemic of H1N1, a challenge in terms of spread and sanitary hygiene measures.
During this time the Direction of Mental Health was created, growing from 46 psychologists in the municipality to more than 300 currently, with an emphasis on suicide, with the creation of a phone service with attention throughout the whole year (018002900024).
